Review of effective enrolment

The Northern Territory (NT) Government has accepted all recommendations of a review into effective enrolment, including the intent to change the funding methodology to be based on enrolment, rather than effective enrolment.

It is expected an enrolment-based methodology for school funding will:

  • simplify the methodology
  • be fairer across the NT
  • provide schools with the confidence to employ more permanent staff, which is important as continuity of staffing is a key enabler to student engagement and learning outcomes.

The independent report by Deloitte acknowledges that to move to an enrolment-based methodology will take time to implement and is complex due to its interdependencies with concurrent policy reviews.

Implementing recommendations from the Effective Enrolment Review will be an integral component of broader education reform which will consolidate the department’s existing educational strategies, the recommendations from the review, and other reviews including the Review of Secondary Education in the Northern Territory and the Students with Disability Funding Review.

Throughout 2024, the department will undertake further planning and consultation to prepare for implementation.
