Katherine Department of Education housing program post-implementation review

Katherine is located about 320km east of Darwin, with over 230 staff working at seven government schools.

Katherine is not classified as a remote location by the Northern Territory Government, which means that government staff, including teachers, do not received the additional benefits received by staff who relocated to remote areas, which included fully subsidized housing.

The Department of Education (DoE) has offed housing support to teachers and other education staff in Katherine since the early 1990s. Staff contributions towards the cost of housing remained constant for over 25 years (around 30%), until a new program was implemented at the beginning of 2020.

The new program grandfathered the subsidized housing received by existing staff, and replaced DoE rental contributions with a relocation allowance for new recruits Katherine.

KPMG was engaged by DoE in July 2021 to undertake a post implementation review of the housing program, brought forward from 2022.
